箱もの行政(現役公務員の情報発信№５)

　「箱もの行政」

という言葉をよくお聞きになると思います。
　例えば「美術館」とか「博物館」とか「○○市民会館」とかの、公立施設を建設することを言いますが、政策立案の流れから、私が知る「箱もの行政」について以下に記します。
■誰が言い出すのか
　「箱もの」は行政にとっては、企画から基本構想、基本計画、設計、土地探しや取得等、面倒くさいので私が県庁にいた頃は正直担当したくありませんでした。
　だから、わざわざ私のような木っ端役人から「施設」を作りましょう等と立案することはありませんでした。
　私の経験では、自治体の首長さんが、たとえば芸術・文化好きで、首長自身、あるいは首長のブレーン等の周辺の人間からの提案を受けて、トップダウンで企画が降りてきました。
■土地ありき
　他のパターンとして、土地マターが絡んでいる場合があります。
　自治体が抱えている塩漬けの未利用地を何とかするために「何か作れ」と天の声が降りてくることがあります。
この場合、前述したようにわざわざ面倒くさい仕事を増やしたくないので、皆できるだけ知らんぷりして逃げ惑う（スピルバーグの宇宙戦争で逃げ回る人類のように）

のですが、いずれどこかの部局が逃げ遅れて、社会的ニーズがありそうな施設を作ることになります。
　ひどい場合は、自治体の土地ではなく、民間でもてあました土地の活用について首長などに「土地の提供の申し出？」があり、施設を作ることになります。
■誰が得するか　
　文化施設だと、構想委員会などを組織して、偉い先生方から意見をお聞きして構想に生かさなければなりません。
　この委員の人選だけでも調整が大変です

　設計のコンペなどとなれば、わからないことばかりでまいってしまいます。
　だんだんと構想が具体化していくと、財政当局との予算折衝がこれまた大変で、資料ばかり作らされ、連日の徹夜覚悟の時期も続きます

　このように施設の立ち上げまでを担当すると、死ぬような目に遭います

　ただし、一旦施設ができれば「館長」「施設長」などポストが増えるわけですから、人事的には誰かがポストを手に入れることになり、役所的には結構なことなのです。
　建設業者が潤うことは言うまでもないことですね。　

　私も、意に反して「箱もの」に４件関わりましたが、もうこりごりです

　でも、人間の心とは弱いもので、あの施設の最初の担当は僕だとか、少し誇らしい気分になってしまうことも申し添えておきます。
